(SEMS) rule at our web site Sutton Technical
Books.
To keep you up to date with this fast-moving topic we
have created this SEMS Report; we plan to send out a copy every two
weeks or so. It is completely free.

The Philosophy Behind SEMS II
We have just written an article for the journal
Process Safety Progress. The title of the article is From SEMP to SEMS to SEMS
II. The full article is available
here. The final section of the
article suggests that SEMS II (which is scheduled for the fourth
quarter of 2013) focuses mostly on company culture rather than
formal risk assessment and quantification.

Article
On April 20th 2012 the Houston Chronicle newspaper ran an
editorial written by the new director of the Bureau of Safety and
Environmental Enforcement (BSEE). The title of his piece was The lessons we learned for
Deepwater disaster. The article promotes the work that
BSSE has done (no surprise), and then identifies three areas of
focus:
- The
Drilling Safety Rule;
- A new
generation of Blowout Preventers; and
-
Lifecycle operations.
The final point, which is discussed here, is an interesting one and may serve as a third
direction for new SEMS rules, in addition to those discussed above.

Operator-Operator
Bridging Documents
Those responsible for developing and running SEMS
programs are very aware of the importance given to the Operator-Contractor interface.
However a large number of offshore platforms have
more than one owner or multiple companies may access one platform
with tie-backs and other connections. This means that
Operator-Operator bridging documents are needed.
