to this point in the book have focused on the management systems
that are used primarily in the United States,
i.e., SEMP and SEMS.
However, as discussed in Chapter 1, another way of managing offshore
safety is through the use of “Safety Cases”
— an approach widely used in Europe, Australasia and
Southeast Asia. For many safety professionals, particularly in the
United States, the very phrase “Safety Case” is curious, but the concept
behind it is quite simple. A safety case is simply the case that the
designers and operators of a facility make to all interested parties that
the facility is safe. It is analogous to the case that a company may have to
make in its defense in a law suit following a major accident. A safety case is built upon the following three principles.
